German universities strive for an increase of the proportion of foreign students. Therefore, foreign prospective students are usually more than welcome at German universities.

For admission to a German university, several conditions have to be met:
  1. higher education entrance qualification
  2. adequate language skills
  3. adequate funding
  4. visa

4.1. For admission to a university, the applicant has to submit one of the following certificates, which confirm his/her higher education entrance qualification: Proof of secondary (complete) general education ("Mittlere (vollständige) Allgemeinbildung"), diploma of a secondary polytechnic institute ("Diplom einer Mittleren berufstechnischen Lehranstalt") or diploma of a secondary vocational college ("Diplom einer Fachmittelschule"). Applicants graduating after 12 years have direct access to a university. Applicants graduating after 10 or 11 years usually have to pass an assessment test ("Feststellungsprüfung") in Germany, in case they haven't successfully studied at a university for 2 years (3 years in case of distance learning or evening school). Before taking the assessment test, attendance of a preparatory college ("Studienkolleg") is recommended.

4.2. In order to be admitted to a university, the applicant needs a certificate, by which he/she proves his/her language skills. The certificate can either be from the "Zentrale Oberstufenprüfung (ZOP)" of the Goethe-Institut, the "Deutsche Sprachdiplom (DSD) Stufe II" of the standing committee of the ministers of education ("Kultusministerkonferenz") or a "TestDaF" certificate (DaF = "Deutsch als Fremdsprache" = German as a Foreign Language). In addition to that, it is possible to pass the "Deutsche Sprachprüfung für den Hochschulzugang (DSH)" in Germany before the beginning of the actual studies.

4.3. Regarding funding of the planned semesters abroad, the applicant should have a budget of about 565 Euros per month at his/her disposal. Both for applying for the visa and for applying for a stay permit in Germany, availability of that sum for half a year or an entire year has to be proven.
