Indeed there are no tuition fees for the first degree at German state universities so far; however, that will most probably change in the future:

In January 2005, the Federal Constitutional Court lifted the ban on tuition fees, and many states announced their introduction, partly as soon as 2006. Fees amounting to 500 Euros per semester are discussed.

Generally, German universities differentiate between the following fees:
  1. General fees (from the 1st semester onwards; so far non-existent before the first degree!)
  2. Long-run study fees (rule of thumb: standard period of study ("Regelstudienzeit") plus ca. 4 semesters)
    Many states have introduced such long-run study fees. In some states, fees are collected after the standard period of study plus 4 semesters plus case-of-hardship-regulations ("Härtefallregelungen")
  3. Study accounts
    In North Rhine-Westphalia and in Rhineland-Palatinate, students have a study account with a certain number of semesters free of charge at their disposal. Beyond that number, tuition fees are collected.
  4. 4. Administration, enrollment, and enrollment confirmation fees
    In some states, administration fees are due before enrollment/enrollment confirmation. They are about 50 Euros per semester.
So far, doctoral studies are free of charge everywhere.

For enrollment as a guest auditor ("Gasthörer"), fees are mostly significantly lower and often depend on the number of attended courses. Payments of between ca. 15 and 150 Euros are demanded, but there are also fee scales of up to 500 Euros.
